About the SME programme

With the support of financing from the European Regional Development Fund and the State budget, in the middle of 2023, the Innovative Business Development Programme for Small and Medium-sized Enterprises (SMEs), was approved. Its purpose is to promote competitiveness, sustainable growth, innovation, exports and the creation of new jobs in small and medium-sized enterprises in Latvia (medium-high, high-tech and creative industry sectors) through various financial and non-financial incentives.

Aid directions and sub-programmes of the Innovative Business Development Programme for SMEs

1) export aid (EUR ~24 million, out of which EUR ~13 million – financing for grants)

  • Export aid action plan – aid to a range of export actions or activities strengthening and supporting the exportability of a product or service 
  • Aid to the organisation of international sports events and exhibitions (in Latvia)
  • Networking abroad
  • Participation in national stands
  • Participation in trade missions and visits of high-ranking public officials abroad

2) Aid to business incubation (EUR ~33 million) 
3) Aid to innovation incentives (EUR 4.16 million) 

Target audience of the programme
Enterprises operating in medium-high, high-tech and knowledge-intensive service sectors.

Programme administration
The programme is implemented by the Investment and Development Agency of Latvia in accordance with an agreement concluded by the Central Finance and Contracting Agency.
 

Programme deliverables (by 2027)

  • 700 exporting companies supported
  • +12% increase in the turnover of programme promoters
  • +20% annual increase in exports
  • 1,000 new jobs created
  • supported businesses pay EUR 150 million in taxes annually
