The aim of the programme is to stimulate merchants’ innovation activity through technology transfer and highly qualified employees, and to support the development of new or significantly improved products or technologies that contribute to achieving the objectives of the Latvian Strategy for Smart Specialisation.
A one-time aid payment of EUR 5,000 (introduction voucher) provided under the conditions of European Commission Regulation No. 1407/2013 (de minimis), for first-time collaboration with research organisations for the following activities:

The maximum amount of co-financing for the development of one new product or technology per group of persons affiliated with the merchant will not exceed EUR 25,000.
The maximum funding intensity allowed varies between 25% and 100% depending on the type of support requested, the intended project activity, and the status of the merchant.
The merchant can apply for support if they create, or significantly improve a new product or technology and:
The merchant’s eligibility and its new product or technology is evaluated in two parts:
Administrative and eligibility criteria. If the application receives a positive assessment against these criteria, a representative of the merchant is invited to attend a meeting with the evaluation committee to present their new product or technology;
The contents of the presentation by the representative of the merchant. The presentation should provide information on the merchant’s new product or technology and justify its advantages in terms of its ability to increase the merchant’s competitiveness and productivity. The presentation must also justify the business and development plan for the new product or technology, from design to production. The presentation must take place within 3 working days of the invitation from LIAA. An audio recording will be made during the presentation.
The members of the Evaluation Committee will decide whether to approve or reject the project application on the basis of the information provided during the presentation.
Support for innovation voucher services is implemented under Activity 1.2.1.2 “Support for the Improvement of Technology Transfer System” of Specific Objective 1.2.1 “To increase investments of private sector in R&D” of the Operational Programme “Growth and Employment” as part of the project “Technology Transfer Programme”.
A substantiated new product or technology production business and development plan is required in order to receive support.
The supported activities, which are implemented by purchasing outsourcing, must be implemented within 12 months from the date on which the beneficiary concludes their contract with the service provider, but no later than 31 October 2023. The service contract must be concluded by the beneficiary within 2 months from the date of conclusion of the support contract with LIAA.
The supported activities to attract highly qualified employees must be implemented within 12 months of the decision to grant aid taking effect, but no later than 31 October 2023.
Eligible costs only include the costs of activities for which full payment has been made at the date of submission of the final project report, the results of which (auditable values) will be the property of the beneficiary.
