• Types of support

  Operations to be supported under the “Promoting international competitiveness” (business) activity:

  • Activities that you can apply to receive export support for (in the calendar year):
    • Participation in international exhibitions abroad with an individual or a joint display; 
    • Participation in conferences/forums abroad with an individual display, a presentation or as a listener/visitor; 
    • Participation in matchmaking abroad and international matchmaking online; 
    • Participation in international digital industry platforms and exhibitions; 
    • Adapting products/services to foreign markets; 
    • Publicity in foreign industry media; 
    • Telemarketing services to find foreign industry partners; 
    • Participation in international industry associations; 
  • Conformity assessment of production facilities and products; 
  • Participation in national displays organised by LIAA; 
  • Participation in trade missions organised by LIAA and visits by high-ranking Latvian government officials abroad; 
  • LIAA consultancy costs (including consultancy costs of Latvian foreign economic representations).

• Criteria for granting support

  Applicants for support must comply with the requirements set in Paragraphs 28, 30 and 31 of Cabinet of Ministers Regulation No. 678 “Regulation for the Implementation of Activity 3.2.1.2 “Promoting international competitiveness” of Specific Objective 3.2.1 “To increase the share of exports of high value-added products and services” of the Operational Programme “Growth and Employment””. 

  Procedure for receiving support under the “Promoting international competitiveness (business)” activity:
  An agreement for receiving support must be signed in order to be eligible for aid.

• Evaluation

  Application for export support operations (for the calendar year): 

  1. The beneficiary has to submit an Application for Export Support Activities (hereinafter — Export Application) to LIAA for all activities planned to be undertaken in the calendar year for which the application is submitted. The Export Application can include operations that have taken place during the three months preceding the submission of the application.
  2. To receive support, the beneficiary has to submit a payment request to LIAA with copies of supporting documents for transactions and costs either after each supported activity, or after the implementation of several, but no later than 1 month after the end of the last activity.

  Conformity assessment of production facilities and products

  The beneficiary has to submit a payment request to LIAA, with copies of supporting documents for transactions and costs, following the 3-month deadline for submitting payment requests after the supported activity has taken place.

  Participation in trade missions organised by LIAA and visits by high-ranking Latvian government officials abroad

  The beneficiary has to submit a payment request to LIAA, with copies of supporting documents for transactions and costs regarding participation in trade missions organised by LIAA and visits by high-ranking Latvian government officials abroad, following the 3-month deadline for the submission of payment requests after the supported activity has taken place;

  Participation in national displays organised by LIAA

  Participation in trade missions organised by LIAA and high-ranking Latvian government official visits in a foreign country

  LIAA consultancy costs (including the consultancy costs of LIAA representatives offices abroad):

  • Foreign market consultations; 
  • Finding cooperation partners; 
  • Selecting and approaching potential partners; 
  • Marketing campaigns abroad; 
  • Organising direct visits; 
  • Organising seminars and conferences; 
  • Organising international marketing events; 
  • Purchasing market research.

• Non-supported sectors

  Funding is not provided for the following sectors:  

  • The trade sector (Section G NACE Rev. 2, “Wholesale and retail trade; repair of motor vehicles and motorcycles”, except for class 45.2, “Maintenance and repair of motor vehicles”); 
  • The financial intermediation sector (Section K of NACE Rev. 2, “Financial and insurance activities”); 
  • The commercial services sector (Section L of NACE Rev. 2, “Real estate activities”, and Group 77, “Rental and leasing activities”); 
  • The gambling sector (Group 92, “Gambling and betting activities”, of Section R of NACE Rev. 2, “Arts, entertainment and recreation”).

  • Port authorities**

  • Planning regions** 

  * qualifying as micro, small and medium-sized enterprises (commercial enterprises) in accordance with Annex 1 to Commission Regulation (EU) No. 651/2014 of 17 June 2014 
  ** for projects not involving economic activities

• Regulation and documentation

  Cabinet of Ministers Regulation No. 678 “Regulation for the Implementation of Activity 3.2.1.2 “Promoting international competitiveness” (adopted 1 December 2015) of Specific Objective 3.2.1 “To increase the share of exports of high value-added products and services” of the Operational Programme “Growth and Employment””.

• Documents to submit

  1. ERDF beneficiary application form;
  2. Declaration of the eligibility of a commercial company as a small (micro) or medium-sized commercial enterprise applies to merchants, cooperative societies, farmers or fish farm owners, individual merchants, associations and foundations intending to receive de minimis aid;
  3. De minimis accounting form to be filled in and submitted to the electronic database by the company (beneficiary) to the SRS EDS;
  4. If, according to information available in the database of tax (levy) debtors administered by the State Revenue Service, the beneficiary has tax or levy debt totalling more than EUR 1,000 on the date of submitting the application, they must submit a tax payment certificate printed from the electronic declaration system (EDS). This excludes tax payments that have been granted an extension, tax payments for which there is a voluntary agreement, or for which an agreement has been signed.
