Business.gov.lv is a website developed and maintained by the Investment and Development Agency of Latvia (LIAA), dedicated to business development. The site was launched in 2021.

About website development projects

Project: Digital Services Platform for Business Development

On May 9, 2023, the Cabinet of Ministers approved the future development project of business.gov.lv. The objective of the project is to establish business.gov.lv as a single digital gateway for entrepreneurs to interact with state institutions. The platform will enable 100% digital handling of business formalities. The implementation of the project will improve cooperation between the public administration and entrepreneurs, offer proactive services to entrepreneurs, and personalize them.

The development of Business.gov.lv is being implemented within the European Union Recovery and Resilience Facility (RRF) project “Digital Services Platform for Business Development.”

LIAA’s vision for business.gov.lv by 2030 is:

1) Establishment of a single digital gateway for cooperation between entrepreneurs and the state (for both Latvian and foreign entrepreneurs);

  • 2) 100% digital processing of business formalities and support services;
  • 3) Direct promotion of business development and export capacity through artificial intelligence capabilities.

Upcoming development work for business.gov.lv foresees that by 2025, LIAA will transform the platform into a unified gateway for entrepreneurs, based on the technological and conceptual solutions of business.gov.lv. The takeover of e-services intended for entrepreneurs is expected to be completed by 2030.

Project: National Central Digital Services Sharing Platform for Client-Centered and Proactive E-Services for Society (Latvija.lv)

The Investment and Development Agency of Latvia is participating as a cooperation partner in the implementation of the project No. 2.1.2.1.i.0/1/23/I/VARAM/005 “National Central Digital Services Sharing Platform for Client-Centered and Proactive E-Services for Society (Latvija.lv)” under the EU Recovery and Resilience Facility investment 2.1.2.1.i. “Centralized Governance Platforms and Systems,” led by the State Digital Transformation Agency.

The goal of the project is to ensure a user-centered and modern portal Latvija.gov.lv as a single access point to public services, introducing AI-based solutions, profiled information, and proactive services. It will include the development of a personal data browsing service with broader access to national registry data and user-friendly functionality, establish a self-service environment for public institutions and service app developers, and integrate the shared digital services platform with a Once-Only Principle system for cross-border procedures and data exchange within the EU.

Activities to achieve the project objective:

  1. Project management;
  2. Development and integration of an AI solution for providing profiled information and proactive services on Latvija.gov.lv, enhancing search intelligence, creating a user profiling module, and improving the State Unified Register and user management;
  3. Improvement of the personal data browsing service by increasing accessibility to user data from national registers and integrating it with AI functionalities;
  4. Creation of a self-service environment (platform) for e-service development and publishing and its integration into the service execution platform;
  5. Integration of the service execution platform with the technical system for the application of the Single Digital Gateway Regulation.

Project result indicators:

  • An improved central platform for shared digital services;
  • A developed and implemented Once-Only Principle technical information system.

Project benefits:

  1. Increased user satisfaction and ease of use of the Latvija.gov.lv portal;
  2. Expanded volume of national registry data available in the Personal Data Browsing Service;
  3. Improved service delivery environment for institutions;
  4. Implementation of cross-border access to state procedures and proofs (evidence), as well as access to procedures and proofs from other EU member states for Latvia;
  5. Development of a digital services sharing platform in line with Regulation (EU) 2018/1724 of the European Parliament and of the Council of 2 October 2018, establishing a Single Digital Gateway to provide access to information, procedures, and assistance and problem-solving services, amending Regulation (EU) No 1024/2012.

Project budget: EUR 9,418,752, of which EUR 8,064,000 is funded by the Recovery and Resilience Plan and EUR 1,354,752 is state budget funding for VAT coverage.

Participation of the Investment and Development Agency of Latvia in the project: participation in the activity "Development and integration of an artificial intelligence solution for the provision of profiled information and proactive services on Latvija.gov.lv, improving search engine intelligence and creating a profiled user module, and improving the State Unified Register and user management. participating in the definition of requirements for artificial intelligence solutions and the acceptance of deliverables, as well as using artificial intelligence solutions in the state information system Business.gov.lv. Funding of up to EUR 150,000 from project funds shall be allocated for the implementation of participation.
